Magic Xiamen

 

Xiamen, on the southeastern coast of China, to the west of Taiwan Strait, covers a total area of 1,569.3 square kilometers and has a registered household population of 1.58 million at the end of 2005 and a permanent population of about 2.25 million. Under the jurisdiction of the municipality are six districts Siming, Huli, Jimei, Haicang, Tong’an and Xiang’an.

Dubbed "China’s coziest city", Xiamen has a pleasant climate, picturesque views and clean and tidy environment. In 2002, Xiamen received the Gold Medal at the "International Nations in Bloom" competition in Stuttgart, Germany. Domestic awards have included "National Sanitary City", "National Garden City", "National Model City for Environmental Protection", "National Excellence in Tourism", "National Top 10 Most Livable Cities"and "National Habit Award". In 2004, Xiamen is world’s only city to win the 2004 UN Habit Award.

Xiamen was one of the first four special economic zones (SEZ) in China. One of the few municipalities enjoying independent status in state economic planning, Xiamen enjoys provincial level autonomy and local legislative power in economic administration.

Xiamen is one of the most competitive cities in China. According to the 2005 Competitiveness Report of Cities in China, Xiamen is regarded as one of Top 10 cities in terms of competitiveness in Mainland China, and it also ranks the top in comprehensive competitiveness of government service, legal system, system building, culture & education, infrastructure, market openness, etc.

Xiamen has become one of the most important ports in China for international trade and cross-Straits trade. Two nationwide investment promotion events are annually held in Xiamen----"China International Fair for Investment and Trade" and "China Xiamen Machinery and Electronics Exhibition".

Xiamen has been a hot destination for foreign investment. By the end of 2005, 6887 foreign-invested projects have been approved with a total contractual value of USD23.1 billion of which USD14.7 billion has been paid up.



Nature and Geography

  Xiamen is situated on the southeast coast of Fujian Province, at the estuary of Jiulong River. It lies at 118degree 04’ 04’’ east longitude and 24degree 26’ 46’’ north latitude. At the back of Xiamen lies the Zhangzhou-Quanzhou Plain, and facing Xiamen across the Taiwan Strait are Taiwan Island and the Penghu Islands.

  Xiamen City comprises Xiamen Island proper, Gulangyu (Gulang Isla d) and the coastal part of north Jiulong River. It has a land area of more than 1565.09 square kilometers and a sea area of 300 square kilometers.Because of such favourable conditions, Xiamen becomes an international seaport scenery city.

  The island proper covers an area of 128.14 square kilometers, with a length of 13.7 kilometers from south to north and a width of 12.5 kilometers from east to west which is the fourth largest island of Fujian province. The Xiamen Habour, which is a harbour of the strait type, has a coastal line that zigzags to 234 kilometers. Many other islands scattered all along the outside of Xiamen island and hills and mountains surrounded inside this charming place.It is a natural harbor with deep water that is ice-free all the year round. Xiamen has always been an important seaport of foreign trade of southeast coast ever since the ancient times.

  Xiamen has a subtropical climate. It is generally mild and temperate with abundant rainwater. It has an average annual temperature of approximately 21℃. Winter in Xiamen is not harsh while summer is free from extreme heat.The city has an average annual rainfall of about 1200mm, mainly concentrated on the months from May to August. Wind power measures between Grade 3 to 4 in general, with northeast wind representing the dominant wind direction. Because of the air currents resulting from the difference in temperature in the Pacific, Xiamen is affected by typhoon three to four times annually on average, which mainly comes during the months from July to September.

  In May of 2003,authorized  by State Council, Xiamen adjusted part of administrative districts layout. Mainly content are as follows:First,Combine Siming District,Gulangyu Island and Kaiyuan District as a whole district named Siming. Original 3 districts are administrated by Siming District. Second,Xinglin District street office and Xinglin town are administrated  by Jimei District.Xinglin District is renamed as Haicang District. Third,set Xiang’an District which administrated five towns originally belong to Tong’an District,they are:Xindian,Xinyu,Maxiang,NeiCe and Daden.Currently there are six districts under the administration of Xiamen: Siming, Huli, Jimei ,Haicang,Tong’an and Xiang’an.

  Except majority of Han Chinese in Xiamen,it also has other more than 20 different ethnic groups such as Hui,Manchu,Zhuang,She,Miao and Goashan etc. Because of geographic environment and historical background, Xiamen has lots of returned oversea Chinese and their families, and oversea Chinese with Xiamen registered permanent residence from Macao,Hongkong and Taiwan.

Historical evolution

  Xiamen is one of the first five special economic zones (SEZ) in China administrating 6 districts:Siming, Huli, Jimei ,Haicang,Tong’an and Xiang’an. South Fujian Dialect is the language which is predominantly spoken in Xiamen.It is said it was once egret inhabited place,so it is also called”Egret Island”.

  The history of Xiamen dates back to the ancient times. It was part of Tong’an County, which was established in the 3rd year of Emperor Taikang’s reign in the Jin Dynasty (282 A.D.). The County was first under Jin’an Prefecture but was later merged into Nan’an County. In the 19th year of Emperor Zhengyuan’s reign in the Tang Dynasty (803 A.D), Datong Square was set up in Southwest Nan’an County and later became Tong’an County under Quanzhou in the 4th year of Emperor Changxing’s reign in the Late Tang Dynasty (933 A.D). During the Song Dynasty, the place was under the rule of Qingyuan Army and Pinghai Army of Quanzhou. Then it was under the government of Quanzhou Province in the Yuan Dynasty and later Quanzhou Borough in the Ming Dynasty. It was not until the 20th year of Emperor Hongwu’s reign in the Ming Dynasty (1387) that Xiamen Town was built. Later in the Qing Dynasty in the 7th year of Emperor Sunzhi’s reign (1650), Xiamen was the place where Zheng Chenggong, the national hero, stationed his troops. In the 12th year (1655) the Siming Prefecture was established but was abolished in the 19th year of Emperor Kangxi’s reign (1680). In the 23rd year (1684) the Tai-Xia Dao (Taiwan-Xiamen Defense Region) was established, with the Chief Magistrate ruling from Taiwan. (In the 6th year of Emperor Yongzheng’s reign, namely 1728, Taiwan Borough was changed into Taiwan Region.) In the 25th year (1686) departments were set up in Quanzhou Prefecture to rule over the area. In the 5th year of Emperor Yongzheng’s reign (1727) the Xingquan Region, (which was changed into Xingquanyong Region). was established in Xiamen to instead of in Quanzhou, its original settlement. In the 29th year of Emperor Guangxu’s reign in the Qing Dynasty (1903), Gulangyu Islet fell into the hands of foreign invaders and became an International Settlement. In the first year of the Republic of China (1912), Siming County was established in April, encompassing Jiahe Neighbourhood of Tong’an County (namely Xiamen), Jinmen Islet and the Dadeng/Xiaodeng Islets. The same year in September saw the establishment of Siming Borough. Later in 1915, Jinmen Islet and the Dadeng/Xiaodeng Islets were separated from the Siming County to form Jinmen County themselves. In the same year Nanlu Region, (which was changed to the name of Xiamen Region in 1914 but was abolished in 1925) was set up.

  In 1933 Xiamen was established as a special municipality by the "People’s Revolutionary Government of the Republic of China" (namely "Fujian People’s Government"). In 1934, both Tong’an County and Siming County belonged to the Fifth Administrative Region (with Tong’an as the capital). In April 1935 the Xiamen Municipality was set up, encompassing seven islets including Xiamen and Gulangyu. The original Siming County was abolished and the Heshan Special Zone was set up instead. The Xiamen Municipality and the Heshan Special Zone together with Tong’an County were subject to the government of the Fourth Administrative Region (with Tong’an as the capital). During the period from May 1938 to September 1945, Xiamen was in the hands of Japanese invaders. In October 1945 Xiamen was re-established as a city, which comprised four districts: Zhongxin (later renamed as Siming), Kaiyuan, Gulangyu and Heshan. September and October of 1949 witnessed the liberation of Tong’an County and Xiamen City in succession. Tong’an became part of the Fifth Prefecture (later changed to the name of the Prefecture of Quanzhou and the Prefecture of Jinjiang) while Xiamen became a municipality under the government of the province. In October 1950 five districts were set up in Xiamen: Kaiyuan, Siming, Gulangyu, Xiagang (abolished later) and Heshan. In 1953, Jimei Town of Tong’an County came to be under the administration of Xiamen. In January 1958 Heshan District was changed into suburbs. In August of the same year Tong’an County was separated from the Jinjiang Prefecture to become an administrative district under Xiamen. In August 1966, Kaiyuan District and Siming District were renamed Dongfeng and Xiangyang respectively (but the original names were restored in October 1979). In February 1970, Tong’an County was again divided from Xiamen to be under the administration of Jinjiang Prefecture but was later returned back to Xiamen in June 1973. In September 1978 Xinglin District was established, and a new district, the Huli District, was further set up in 1987. In the same year, the suburbs of Xiamen became Jimei District. In 1997, Tong’an became a district attached to Xiamen instead of a county.Till then, Under the jurisdiction of the municipality are seven districts Gulangyu Island,Siming,Kaiyuan,Xinglin,Huli,Jimei and Tong’an .

Siming District

  Situated in the south of Xiamen island(Including Gulang Islang),Siming district is boarderd by Huli District in the north and separated from Dada island,Erdan island,Jinmen island and Zhangzhou by the sea in the east, west and north. The whole area covers73.13 square kilometers with total population of 736,400.It governs 12 street offices with 97 residents’ committees.They are Lianqian,Jialian,Yuandang,Wuchun,Lujiang,Gongyuan,Binhai,Xiagang,Zhonghua,Wen’an,Siming and Gulangyu Island.

  Siming District has long history. Dated back to the late Ming Dynasty and early Qing Dynasty(year of 1650),in order to resist Qing Dynasty government and  reestablish Ming Dynasty, military general Zheng Chengong changed Xiamen to Siming State(represents memorize Ming Dynasty).After the foundation of People’s Republic of China,when dividing administrative districts of Xiamen city, this area was named Siming District in memory of national naval hero general Zheng Chengong. In May of 2003, authorized by State Council and provincial  government ,original Kaiyuan,Siming and Gulangyu Island were merged into a new Siming District, opening a new page for Siming District history.

  Siming District is a charming place with numerous sight-seeing places and places of interest, parks, hills, flowers, water, temples and gardens that comprise a most adorable picture with people here.It not only has national key tourist destinations Gulangyu Island ,but also has 10 miles of sand beach and naturalseashore bathing places;Among “New 20 Famous scenic spots” of Xiamen,15 are in this district.They are“Gulangyu Island”“ Bright Moon”“Shuzhuang Garden”“Wanshi Botanic Garden”“Sunlight Rock”etc.

  Siming District’s economy is prosperous.Since 18th centry,Siming District was the main commodity distribution area know as “with thousands of business people near the city and hundreds of stalls along the bank”.Taigu port was one of “five Trade Port”.Nowadays,it is known as “one of national top 10 Streets” .Zhongshan Road crossed with Xiahe Road and Hubin South and North Road, Wal Mart,Best and Fast supermarkets,shopstores are everywhere,becoming famous shopping paradise. Photoelectiricity industry,general economy develop a potential bigger scope,Tertiary industry such as Business and Trade,Tourism,and real estate,modern service grows rapidly,taking 60% of the whole district GDP.The ratio of three industries is 0.21:39.64:60.15.

  Siming District also a place with charming culture.It has many natural civilization scenic spots,such as  Oversea Chinese Museum,Little Hero Memorial,”8.23”Artillery Action Site,Zheng Chengong Military Training Site,Zheng Chengong Memorial, Luxun Memorial,Chenhuachen Former residence, Anthropology Museum,etc. It has national key university—Xiamen University,The fifth National Ocean Research Center, Xiamen National Accouting College, Lujiang University,Fuzhou Industrial Arts College .It also has educational and research institutions such as Proviencial high school--Xiamen No1 High School,Double Ten High School,Xiamen No6 high school,Xiamen Experimental Primary School,etc.

  Since the policy of reform and open-up in China, taking economic construction as central task, Siming District grasps every opportunity to expand reform and open-up and speed up economic structure adjustment to boost the change of economy  growth method and improve comprehensive strength..Recently,it was honored as “National Advanced District Model””National Advanced District in Science and Technology”,”National Community Service Model District””National Advanced District in Implementing Family Plan”,”National Model District in Science& Technology Implementation”,”National Advanced District in Emphasising Quality to boost economy”.

Huli District

  Locates in the north of Xiamen island with 3 sides faces ocean, Huli is the cradle of Xiamen Special Economy Zone.It was established as district in November of 1987,governing Jiangtou,Heshan,Jingshan,Huli and Dianqian these 5 street offices.It covers land area of 61.41 square kilometers which is 46.33% of the whole island.The coastline is 24 kilometers.It has many infrastructure such as huge deep water port, International Airport,Municipal road network,region road network,city communication network and water,electricity,gas and sewage disposal system.With its obvious advantage,software and hardware for investment is completing.

  Since the establishment of the district and under the lead of municipal government,Huli’s economy steped on the fast growth period during the “Eighth-Five-Year Plan”and fast development during the “Nineth-Five-Year Plan”as well as a good beginning in the “Tenth-Five-Year Plan” .Comprehensive economic strength increased day by day,science,education,culture,sports ,culture and sanitation develop comprehensively.In 2002,total GDP of this district was 3.561 billion yuan ,total industrial value was 7.127 billion yuan, which was 197 times,507times,195times respectively since the foundation of the district; Per capita net income of rural residents was 8250 yuan.By the end of 2002,the total population was 12.7200 and with 44400 households.101,900 urban residents,which was  80.11% of whole population. By the end of 2005,permernant residents of this district are 440,000 including 320,000 from other places which takes 72.73% of whole population.

Jimei District

  Jimei locates in the southeast of Fujian provience,and is one of six administrative districts in Xiamen.It rules Guankou town,Xinlin town,Houxi town,Xinglin Street,Jimei Street and Qiaoying Street with 270 square kilometers and population of 280,000.Xiamen Bridge connects Jimei and Xiamen island as a whole and Jimei Districtis also the important gate for entry and exit of Xiamen Special Economic Zone.

  In May of 1989 and December of 1992,State council authorizede that Xinglin and Jimei as Taiwanese invested area,enjoys the privileges of Xiamen special economic Zone policies.This made Jimei became a hot place filled with business opportunity and success in west of strait.It is a nimportant window of opening up of Xiamen special economic zone.

  Jimei is a famous oversea Chinese hometown and with many tourist attractions. There are about 60,000 oversea Chinese here. The environment here is beautiful and quiet. There are also many cultural scenic  with typical Mingnan characteristics attracting millions of tourists every year,such as Mr.Chen Jiageng former residence,Ao Park,Returning Park,Lilin Park,Dragon boat pond,Corrocidia Park,Wanbao Mountain Orchard and learnig college architectures,etc.

  Jimei is the civilized and educational area of Xiamen.Chen Jiagen who is the famous oversea Chinese established Jimei Educational Institution has 90 years history.It has a complete educational system and equipments which ranges from kindergarten, primary school ,middle school to college.There are also many famous universities,such as Jimei University(15 collegs,34 majors,8 subjects) and Huaqiao University,making Jimei becomes a place with many well-educated talents.

  Jimei District has rich history and culture. It has a complete cultural equipments, such as culture center, cinema, stadium, library and culture square etc.Its special oversea Chinese hometown is the characteristic of Jimei and enhance its effect on the outside world.It is advanced culture area of Fujian  Province, first class civilized district and Xiamen Spiritual Civilization Advanced District.

  Xinglin and Jimei are Taiwanese invested area in Jimei District.In the 10 years peak period of Taiwan businessman investment and in the spirit of “Open,trust, compete, develop and sacrifice”, Jimei grasped opportunity and achieved comprehensive development on economy and social. Primary industry was perfected, secondary industry was developed, tertiary industry became hot investment point.It now has north industrial area,Xingbie industrial area,Guangnan industrial area, Central Asia industrial area and Xingna Industrial area. Till end of year 2002,Jimei District attracted  610 foreign investment fund with contractual investment value US$2.693 billion.GDP reached 8.335 billion yuan.Jimei District realized historical transformation of form close economy(traditional agriculture oriented) to open economy(industry oriented).

  Jimei will implement coastal city development strategy,speed up the process of industrialization, urbanization and modernization to build it a ecotypic tourist attraction area and high-tech industrial area with environmental protection type.It will gradually form three development platforms:enlarge and strengthen high-tech industrial area mainly is electron and machinery industries; Concentrating on building a ecotypic tourist attraction area, develop culture,education,tourism industry;Expand city construction framework,speed up construction of Jiemei-Xinglin new districts,establish new development structure to make Jimei a charming district in the east ocean and Xinglin strait.

Haicang District

  Haicang District lies in the triangle place of Xiamen,Zhangzhou and Quanzhou,separate Xiamen island by sea.It has subtropical monsoon climate with annual average temperature of 21℃.The highest temperature is 28.5℃ and lowest is 12.5℃.Extreme lowest temperature is 2℃ and 38.5 is extreme highest temperature.Average nnual sunlight time is 2233.5 hours and average annual precipitation is 1143.MM.Hills,mesa and plain comprised it physiognomy.No destructive earthquake has occurred.Blessing with its good port conditions and large development scope, it was an important trading port of south of Fujian 300 years before.In “Strategy of Establish a Country” written by Su zhongshan, it described Haicang as “largest port of East”.In the early twenties, “yaxiya”of British and “American Meifu” also took Haicang as the transmission area for transporting petrol gas and gas filling base for ships.

  In May of 1989,with the development of reform and open-up,especially the deep communication between mainland and Taiwan strait,Chinese State Council authorized Haicang District as investment area for Taiwan businessman.Scheduled developing area was 100 square meters which was the largest Taiwan businessman investment area.In June of 1994,President Jiang indicated:“To make Hangcang a investment center which attracting Taiwan businessman investment as well as investment from other countries or regions.And to build it as a high-tech dominated development zone.”Haicang entered a open-up to the world period.

  Haicang District has irreplaceable natural conditions and potential advantages,and was listed as the bast district for developing port economy and large industry.

Tong’an District

  Tongan lies on the southeast of Fujian province and in the golden triangle center of Mingna.To the north is Anxi and Nanan,to the south is Jimei,and Lianxiang is in the East and Changqin is in the West.Facing Jinmen with convenient transportaion and advantaged geographic area.

  Tong’an governs 2 streets: Datong and Xiang Ping,6 towns: Hongtang, Wuxian, Dingxi, Xinming, Xike and Lianhua.It covers 657.59 square kilometers.Till 2003,there are 294000 registered population,including 114300 people in the city,and 139900 Mu farm land. GDP in 2003 was 5.342 billlion yuan,total industrial output value was 9.352 billion yuan,agriculture output value was 939 million yuan,and the ratio for these 3 is 10.5:55.7:33.8.Total finance revenue was 590 million yuan. The topography of Tong’an is characterized by a gradual descent from the northwest to the southeast.It has land area of 657.59 square kilometers with 139900 mu farmland.The registered population of it was 294000 which includes 114300 urban residents.

  Tongan situates in south Asia subtropical monsoon climate area with mild climate and rich rainfall.Not cold in short Winter(25 days) and neither has extreme heat in Summer(152days).The weather is changable in Spring and has cool breeze in Autumn. Annual average temperature is 21℃.The coldest temperature is 12.8℃ in January and hottest is 28.4℃in July. Annual average precipitation is 1467.7 mm and 2030.7 hours sunlight per year.Annual everage evaporation amount is 1685.2mm,accumulated temperature is 5767~7717℃.This natural environment provides a better condition for  agriculture,forest,stock raising and fishery.

  With above natural,geographic and historical advantages,Tong’an is a ideal place for investment and career.

Xiang’an District

  In May of 2003,authorized by State Council, Xiamen adjust part of administrative plan,divided Xindian,Xinyu,Maxiang,Neice,Dadeng those 5 towns and Damaoshan farm land out of the rule of Tongan District,renamed New Xiangan District,making it the sixth administrative districts after Siming,Huli,Jimei,Haichang and Tong’an.

  Xiang’an District boarders Nanan city of Quanzhou in the east,reaches Tong’an(Datong) and Tong’an strait to the west ,stretches to Damao mountain in the North and arrive Dadeng sea in the South. It covers 351.6 square kilometers within which more than 200 square kilometers area (30% of the whole area) can be used for industry and city construction.

 

Foreign Trade

  Total import and export value of foreign trade was US$28.579 billion,a 18.7%  increase. It includes US$17.268 billion export value which increased by 23.9% and US$11,311 billion total import value which increased by11.5%. Among them, foreign invested import and export value was US$18,415 billion,a 19.2% increase,which was  15.6% of total import and export value; Import and export value of private companies was US$4.467 billion,a 39.1% increase,which was 15.6% of total import and export value. On export value, machine and electrical products export value was 86.420 billion, a 25.9% increase,which was 50.1% of total export value; High-tech products export value was US$3.798 billion,a 17.3% increase which was 22.0% of export total value.Large enterprises export value was US$88.711 billion,which was  44.1% of whole sales value,a 18.2% increase. Taiwan is the third largest trade partners of Xiamen. In 2005, Total import and export value of foreign trade with Taiwan was US$2.125 billion, increased by 16.2%.This figure includes: 413 million for export value,a 27% increase and US$1.712 billion import value,a 13.9% increase.

  In year 2005,there were totally 364 FDI projects; Contractual foreign investment value was US$1.295 billion ,a 22.7% increase. Paid up foreign investment value was US$707 million,a 24.1% increase. Newly approved 74 projects with value above millions and contractual foreign investment value was 976 million,a 44.5% increase;8 projects were invested by Fortune global 500 companies which included 5 new established and 3 added investment value with total contractual foreign investment value of US$46.960 million; 255 foreign invested enterprises increased their investment value, including 33 enterprises with above millions added investment value,added contractual investment value was US$640 million,a 55.9% increase, which was half of the total foreign investment value; Newly approved 129 Taiwan enterprise projects with contractual value of US4490 million,33.8% higher than last year. This figure included  24 projects with more than millions value,and 67 added investment value which increased 1.1 times than last year.

  Total contractual external workforce value was US$75 million, decreased 38.5%; Completed turnover was US$80 million ,increased 6.4%; Workforce outside were 4137 people, increased by 20.5%; Till the end of 2005,ther were 8759 people work in other places, increased more 117 than last year.

Marine Transportation
Xiamen is an important hub port located in the midpoint along the route between Shanghai and Hong Kong, facilitating the travels between the two. The world’s top 20 shipping companies have all set up their businesses in Xiamen, establishing Xiamen as a destination of a great many major shipping routes and a big provider of shipment services. 
Xiamen Port has ranked itself as one of the trunk line ports in the Asia-Pacific region. A total number of 116 shipping routes are now in service that lead to almost all the major ports in the world, bringing averagely 469 ship calls at the port each month. There are direct shipment connections to those big ports in Hong Kong, Japan, South Korea, Southeast Asia, Australia, North America, Central South America, USA, Europe, Mediterranean and the Middle East.

Basic Information of Xiamen Port 
Xiamen Port is the national first-class port. The coast line in the harbor area stretches for 30km and the depth of water reaches up to 17.5 meters. 
Xiamen Port has altogether 74 berths, of which 12 berths are container terminals. 
Xiamen Port is the 7th largest container port in China, and ranks first 26 of Global Container Port 100. It is the 4th port in China with the capacity to handle the sixth-generation large container vessels. 1. Briefs of ’The Interaction of Xiamen Xiangyu FTZ and Dongdu Port’

The interaction area in Xiamen is 0.7 Square kilometers, which lies in Dongdu Port area with the 5th Berth to the south, Xiangyu FTZ to the north, Shugang Road to the east, the wharf operation area to the west.

The interaction Zones will make full use of FTZ policies and port’s regional advantages to specially develop warehousing and logistics. They enjoy the relevant FTZ policies. Concerning import and export taxation, like the Export Processing Zones, domestic goods, after entering The Zones, would be deemed as export and tax refunds can be made after declared to the Customs. ’The Interaction Of Free Trade Zone And Port’ zone is a special area drawn in the Port area, which also is a special Customs’ supervision zone, closely managed by the Customs to mainly develop warehousing and logistics so-called as ’A Domestic Zone But Managed Like An Expatriated One’, using FTZ policies. In the Zone, the Customs maximumly simplifies the Customs’ procedures under the closing environment, using EDI, networking and regional supervision mode. Through seamless interaction of Free Trade Zone and port, goods can be moved and consolidated quickly to and fro China, which would be the initial form of a Free Trade Port.

3. Main policies and functions of the Interactions Zone

Apart from enjoying FTZ policies like exemption from Customs’ tariffs, import taxation and Customs’ supervision, it also enjoys the policies in the Export Processing Zones, i. e. domestic goods can be declared to the Customs like export once it enters the Zone and taxes can be refunded, so the operation costs of the enterprises will be greatly reduced as the mode of the original tax refunds which can only be done after the goods’ actual departure from China ports is changed. Goods can flow freely in the Zone, without any VAT and consumption taxes imposed. There are four int’l functions for the Zone: one is int’l transit which means int’l and domestic goods can be seperated and consolidated in the Zone, then transitted to other int’l and domestic ports, Int’l transitment is the industry of main function for all big world free ports, which reflects the power of shipment hubs. The second is int’l distribution which means imported goods can be picked up, assorted or added some value after simply procession upon its arrival at ports, then distributed to inside and outside China. Int’l distribution creates an important platform for Bonded Logistics Parks to develop VA services. The third is int’l purchasing which means purchased int’l goods and imported one can be comprehensively treated and simply processed for value added upone its arrival at ports, then sold to domestic and int’l markets. The last is int’l entrepot trade which means imported goods, after stored in the zone, is exported again by means of entrepot trade to other countries and regions without any procession.

4. The rapid customs procedures in the Zone

The Zone is the special economic area enjoying special national policies, using management mode as ’Close Operation, Integration Of Supervision And Management, Effectiveness And Transparent’ in order to improve the effectiveness of the Customs procedures and satisfy the demands of the enterprises inside. There is breakthrough in four aspects in Customs’ supervision:

’Three one-time’: one-time declaration, one-time inspection and one-time let-go. So the entry and exit procedures of the cargo in the Logistics Park will be greatly simplified and there will be direct sea shipment between the zone and the port.

’Three in one’: the management of the zones, the guarding gates and the ports is integrated in one, so the interaction of FTZ, the port and the airport is comprehensively managed , and the aim of standard operation and risk-avoiding will be achieved and entered enterprises will develop healthily.

’Three unite’: unite information flow and cargo flow, unite Customs’ management and warehousing network of the zone, unite Custom’s codes and trade mode.

’Three information sharing’: information integration platform concerning the Customs, the port, the Logistic Park and the enterprises will be built using network technology, thus EDI, automatic cargo releasing and no paper work needed after EDI will be achieved.

II. the scheme and system of ’The interaction Of Xiamen Xianyu Free Trade Zone, The Airport And Dongdu Port’.

A regional int’l logistics park connecting Xiamen Free Trade Zone, The Airport And Dongdu Port within a ring area of 9 square kilometers between Dongdu port, Xiamen Free Trade Zone and Gaoqi Int’l Airport will be designed and built. The above-mentioned trial Interaction Zone is within this 9 square kilometers. The Zone uses the facilities of Dongdu port and Gaoqi Int’l Airport and the rail and express network and perfect e-infomation platform with the help of the preferential FTZ policies to finally form an open free trade port by means of foreign trade and entrepot trade within the combination of bonded logistics and non-bonded logistics, and that of int’l logistics and regional logistics. It’s is expected to become the logistics purchasing center in East Asia, SE Asia, NE Asia, even Asia-pacific area and Asia-pacific int’l cargo terminal and will push Xiamen’s seaport and airport to become regional hubs.
